Fixed an edge case where SVN checkout on Windows truncated multi-byte line endings in internationalized plugin readmes.
Diagnosed and resolved an issue on Windows platforms where SVN checkouts corrupted multi-byte UTF-8 line breaks in internationalized readme.txt files. Submitted patch with reproduction tests to Core Trac.
